New mayor is trying to make a difference

Date: 03 October 2003 By:

MAKHADO (LOUIS TRICHARDT) – As captain at the helm of the "municipal ship", the mayor of the Makhado Municipality, Cllr Rhulani Nkuzana, looked set to speed up service delivery with the launch of his 100 days programme last Friday.

Unlike his predecessors, Cllr Nkuzana launched the programme in an effort to inform people of what he plans to do, rather than to try and tell people what he tried to do after the 100 days.

"I want people to know what my plans are and afterwards they can judge me on whether or not we've accomplished our goals," Cllr Nkuzana said. The 100 days programme focuses on many key aspects which were neglected in the past. Amongst others, it includes paying more attention to the functionality of Ward Committees, the electrification programme, the provision of water, the fencing of graveyards, RDP houses, the principles of Batho Pele, allegations of corruption and nepotism, a community outreach programme and mayoral meetings with council committees and structures.

With regard to these areas to be addressed in the programme, Cllr Nkuzana took a bold step by admitting that there are problems. With regard to RDP houses, Cllr Nkuzana said that he noted with concern that a number of RPD houses have not yet been completed, and that people who are not the real beneficiaries are occupying others. With regard to the principles of Batho Pele, Cllr Nkuzana stated that there are still public officials and council employees who do not adhere to these principles.

"It is not enough for these principles to be pasted against the walls of our offices," Cllr Nkuzana said.

As far as the allegations of corruption and nepotism in Council are concerned, Cllr Rhulani said that a team of councillors is to be appointed in order to study all documents, after which a decision will be made whether to appoint a Commission of Enquiry.

"The responsibility of this team will be to establish the facts first … Council cannot act on rumours which cannot be substantiated by facts," Cllr Nkuzana stated. The programme will stretch into early next year. Cllr Nkuzana stated, however, that the programme would be handled in stages, with regular updates on his progress.
